About us

Public Foundation "Legal Clinic "Adilet" has been working since 2 May 2002. During this time Clinic get particular experience in implementing of the projects intended to protection of the human rights and freedoms. Clinic has its qualified legal staff which has practical experience in the human rights activity. Material and technical basis of Clinic makes it possible to realize various projects in this area successfully.

Clinic has implemented more than 20 projects from the moment of its creation that were sponsored by international organizations such as: UNHCR, UNDP,UNFPA, German academically initiative fund of refugees of Albert Einstein, Danish council for refugees affairs, OSCE, Danish institute for human rights, CARHAP, Soros Foundation Kyrgyzstan, European Union (TACIS), Norway Helsinki Committee, World Bank (CAAP), DCA, Democracy Commission of USA Embassy in Kyrgyzstan, Open Society Institute (OSI).

Purpose of the organization:

providing of access for wide sections of the population for free legal assistance and rising of legal culture of population.

Tasks of the organization:

► Providing with free legal assistance for vulnerable groups of population and rising its legal culture;
► Monitoring of observing of the rights of citizens by the government bodies within the projects;
► Improvement of legislative base on issues touched by the projects;
► Providing of possibility for obtaining of advocate practical skills by students;
► Awareness-rising activity on issues touched by the projects.


Our services

♦ Rendering of free legal assistance to most vulnerable categories:

► juveniles
► refugees
► asylum seekers
► stateless persons
► HIV-positive persons
► drug users
► SW, LGBT, MSM
► women exposed to domestic abuse
► victims of war and political repressions

♦ Ensuring of human rights and freedoms in activity of low-enforcement bodies, force departments, defense and law enforcement agencies; legal supporting of clients cases in all state agencies including courts, etc.
 
► we have hold more than 10 thousand consultations for all kinds of clients;
► there were more than 500 representatives in courts;
► there were provided more than 1000 acts as representative in various state structures.


♦ Educational practical training session and training activities:

For rising of legal culture of beneficiaries and target groups of the projects Clinic hold more than 300 trainings and seminars for the staff of law-enforcement bodies, judges, workers of Public prosecutor office, machinery of Ombudsman, military personnel of frontier service of KR, justice, NGO, for beneficiaries.

LC “Adilet” holds on contest basis an educational course undergraduates of law faculties of the country universities (15-20 students every year):

► there is a possibility for young legal specialists to obtain some advocate practical skills;
► in the frame of 2007-2008 years lecturers of 6 country universities had been thought and prepared as specialists-lecturers on refugee rights by Clinic.

 
♦ Lawmaking:

LC “Adilet” attach a great attention for developing of legal base regarding to social support institution, creating of a real operation system on providing with juridical support and protection of the rights of people living with HIV, refugees, children, and other vulnerable groups.

LC “Adilet” participated in development of a range of legal acts, here some of them: Law of KR “On refugees”; Law of KR “On citizenship of KR”; Law of KR “On HIV/AIDS”; Code of KR on Children, Instruction on organization of supervision for international agreements applying in criminal-legal area; participating in debates of law drafts designed to humanization of criminal drug policy of KR; drugs, psychotropic matters volume evaluation that make answer in criminal and administrative responsibility, etc.
 
Directions:

► reviewing and analyzing legislative base and practical executing with the aim to enhance social support;
► development of recommendations for improving the system of the rights of vulnerable groups of population, among refugees, asylum seekers, HIV-positive persons and persons damaged from AIDS;
► providing legal support for representatives of vulnerable groups of population, including refugees, asylum seekers, HIV-positive persons, and persons affected with HIV/AIDS;
► legal culture rising;
► providing with free access to legal information.

 
♦ Publishing and enlightenment:

There were developed and published manuals on human rights, HIV/AIDS and compilation of legal acts to it within the projects. They were published for the staff of Department of the Interior, court, Public prosecutor offices, border service. The manuals also devoted to legal aspect of refugees, juvenal justice. The books by Guy S.Goodwin-Gill, James Hattaway on refugees rights were translated into Russian language; there were prepared analytical surveys for yearbook of human rights as well, etc.
